Legal explanation/prompt at the start of all emails #11

Earlier today, Claude and I met with Rwanda's Office of the Government Spokesperson (OGS) to discuss the Sobanukirwa project.

The conversation went well but OGS have a lot of experience working with communication/information officers across Rwanda and they said that lots of them won't know about the ATI law and almost all won't have received any information requests to date.

We're working on a variety of ways to tackle this problem from working with the government ombudsman who are responsible for implementing the law to doing face-to-face meetings with information officers to producing simple guides to the ATI law which can be distributed.

But we do also feel that adding a short suggested legal note at the top of the suggested email template could help to further awareness of the law too.

Here are a couple of suggested notes I have written which we could choose from:

I would like to ask for the following information under Law no 04/2013 of 08/02/2013 relating to access to information.

I am requesting the following information using Rwanda's access to information law as gazetted on 11 March 2013.

I would like to receive information using Rwanda's access to information law as gazetted on 11 March 2013.

Is there anyone at MySociety who could advise on any times on past projects where explanatory text like this might have been used to check if these are too complicated?

Thanks for this, @garethrees and @crowbot. When we want to insert a similar line of text into the French and Kinyarwanda translations of Sobanukirwa, should we raise a new Github issue with you?

I've marked the text up for translations, so when we generate the translations for the theme the message strings will be available for translation.
