Get and add RW translation of https://raw.githubusercontent.com/svenfuchs/rails-i18n/master/rails/locale/en.yml

Fixed in https://github.com/mysociety/alaveteli/pull/2102

Currently deployed hotfix/0.20.0.4 while https://github.com/mysociety/alaveteli/pull/2102 is under review:

-       git_ref => 'origin/master',
+       git_ref => 'origin/hotfix/0.20.0.4', # [gareth] temporarily deploy this while alaveteli#2102 is waiting review

EDIT: https://github.com/mysociety/alaveteli/pull/2102 is merged so sobanukirwa.rw is deployed from master again.

https://sobanukirwa.rw/rw/body/list/all now works.
