What is meant by the summary term "Gay Rights" is expanded on:
A vote for gay rights would be a vote for homosexual people to have the same rights as heterosexuals (including for example the ability to marry, an equal age of consent, and the right to adopt) and for discrimination on the basis of sexual orientation to be illegal.

There are ways that summary could be tweaked, but it reflects what was actually voted on. "Same gender/sex couples" might be preferable to "homosexual people"; latter vote descriptions do use that kind of language.
As for using "Gay Rights" as a summary, it appears in-line with what the BBC are using currently. In relation to similar matters to those summarised as "Gay Rights" on TheyWorkForYou there's a 7 July 2017 headline:

An alternative option would be:
Voted for/against equality for same sex vs mixed sex couples
but that doesn't capture the "discrimination on the basis of sexual orientation" element well, given you don't have to be in a couple to be discriminated against, discrimination can be against an individual, or group.
Another option would be:
Voted for/against "equal gay, transsexual and bisexual rights" There would be a need to look carefully through the votes to consider the impact of each vote on transsexual people; that's changing what's being tracked. There's also a question of if there anything in the votes to prompt a statement being made about transexual people?
or
Voted for/against "equal rights for all irrespective of gender or sexuality"
I think that the "equal rights for all" element is rather broad, but it's an option.
