Senedd in style guide #1710

Breaking this out from https://github.com/mysociety/theyworkforyou/pull/1700, I think we need to have a style guide opinion on what we're calling things.

Legally, the name is bilingual as Senedd Cymru / Welsh Parliament. In practice, Welsh Parliament isn't used equally in English.

In general, in English, it seems to be 'The Senedd' as the primary, with 'Welsh Parliament' used in follow-up explanatory text.

We have contexts like this where we want to talk about all the different Parliaments where it makes sense to make "Welsh Parliament" as the primary in English for comparison - but this goes against this general idea that Senedd is really still the primary in English.

Based on this, I think this generally works in English:

I think the dropdown should be either just "Senedd" or "Senedd / Welsh Parliament" (I thought that's what I'd put in fact!). I think this is basically what I've done, though there's probably a few "Welsh Parliament"s that could be "Senedd"s instead.

I think you've updated the title of the page but not the menu (if I've understood how these menus work): https://github.com/mysociety/theyworkforyou/blob/welsh-parliament/www/includes/easyparliament/metadata.php#L1025

I'd be happy with that. Was trying to get 'Welsh' in there first for consistency with the others, but it creates a new term that isn't really used by anyone.

We should be consistent with this in the new content - and this is reflected in the style guide.
