User suggestion: add Manx parliament #195

On this and the subject of #9, is it worth looking at refactoring bits of the code to make adding new groupings easier?

I think it is rare enough that it should only be done as part of actually adding a new thing, where necessary or helpful. The ones so far do share lots of code already (e.g. hansardlist.php's debatelist being the main shared class for displaying debates, and they all share a template too) and I don't see why Wales (or Man) would differ.

On the topic of the issue, we had email from someone on the Isle of Man I think a long time ago, I'll try and dig it out.
