I cloned the repository, but can't find it in there.

Thank-you very much for this contribution, and your work on the other two issues! The parser code for the Scottish Parliament is stored in a huge Subversion repository at the moment, which makes it awkward to deal with contributions from volunteers. However, to try to make this easier, I've just set up a mirror of the parlparse subdirectory of that repository on GitHub. That means that you can fork this repository:
... commit your changes there, and make a pull request. If we could deal with this one first, to make sure that process works OK, that would be great. (If everything's OK with the pull request, I'll pull the changes into my git-svn clone and push them back to subversion.)
If that's not clear, then please let me know.

The resolution of names in the Official Report of the Scottish Parliament sometimes uses information about who is in a particular ministerial post at the time of the report. This information is very out of date, however, so some people may be being misidentified.
An essentially non-coding job that would be helpful for this would be for someone to update the file:

... and create a similar one for session 4 called:
... based on this file
