count_present and abstain votes #18

The count_present in the json that gets fed to TWFY currently reflects the public whip both_voted - which is all present votes minus abstains.

This is fine for TWFY's purposes - as boths aren't shown there in the list.

Under old scoring system, these are ignored from scoring. Under new one, half marks - so a bias towards the middle.

Choices are:

discrepancy between twfy-votes and twfy on the number of divisions (current)
discrepancy within twfy on the list of divisions vs count (feed in new number)
add both votes to list of divisions in twfy (bigger change)

I'm comfortable with option one for the moment, but logging this.
