Add Cumberland, and Westmorland and Furness UAs

I'm making this PR because Democracy Club needs to create organisations to hold elections in EveryElection. It would be good if we can keep the local-authority-code values in sync, so this is to figure out what that value will be. As long as the code is settled on then we are in no hurry for this to be merged.

@ajparsons no rush, but it would be good to know what is needed to get this merged (it might be that we need to wait for gss codes etc). Or maybe I need to fill in the lookup csvs. Or something else :slightly_smiling_face:

Have changed root of repository and that closed all pull requests. Currently thinking about how to integrate these.
