semi-automate creation of Page objects

To create a Page we need:

1. The position item ID
2. The current term item ID
3. A default reference URL
4. Page title
5. [Currently unused] Whether to require a parliamentary group

We'd need to find the refence URL manually, but lots of the other fields could be populated automatically. e.g.

• We can (theoretically - this isn't implemented yet) get the position items from suggestions-stores.
• We can hopefully get the terms from a query like http://tinyurl.com/yc7g4hm9
• A plausible page title could be created from Wikidata labels

Now that the reference URL isn't required we should be able to automate the creation of pages using suggestions-store as the source.
