updated source URL is silently ignored #550

Having set the source URL for https://www.wikidata.org/wiki/User:Verification_pages_bot/verification/dm/Member_of_the_2014_legislature to be http://www.caribbeanelections.com/dm/elections/dm_results_2014.asp, I then overrode this for a single suggestion:

However, after then reconciling and submitting, the P39 record created had a P854 of the original http://www.caribbeanelections.com/ URL rather than the changed http://electoraloffice.gov.dm one.

(It also appears that this has happened on submissions I made for Solomon Islands, where I now no longer even know what the new URLs I found were)

Reference URLs are stored in the DB, here are the ones which different from the Solomon Islands page the statements were on:

@emilydrk I've manually corrected the Solomon Islands and Dominica problems here, but someone is presumably going to need to do likewise for the India and Canada ones before we can fully close this issue.
