Actioned politicians not moving through to 'done' #98

Some people I have actioned are still showing under the actionable drop-down.

For example, I actioned Anju Dhillon, Transaction ID 1721570424572732 and she is still in the "actionable" part of the process although her Wikidata item looks like it already has her position held statement updated.

Jen has mentioned that this sometimes takes a while but then they progress to done. The example below was done yesterday afternoon and is still in actinable this morning

@mhl raised the question of whether people who get stuck in "actioned" may be in danger of us adding duplicate P39 statements to their Wikidata item. I have updated Anju Dhillon again this morning and it looks as though she has moved out of actionable this time. She still only has the one P39 for her position in this parliamentary term and that was added by Jen in February. So it looks as though - at least in this instance - that a duplicate is not being created.

Hmmmm - there is an "anju dhillon" with a Transaction ID of 318668105309340 sitting in 'done' and I can now see that the "Anju Dhillon" with Transaction ID 1721570424572732, who was previously stuck in actionable and who I actioned again earlier this morning, is now in done too.

Andrew Leslie [Transaction ID 164714427400202] has an abundance of duplicate P39 statements. In his case I was unable to find another record in 'done' that looks like it could be his. Is it possible we have a flag or record that is created when we move a person into 'done' rather than when we add a P39?
