Use definition of working day which applies to Scotland for bodies tagged scotland #1030

Does WhatDoTheyKnow take account of the slightly different way timescales for a response are calculated in Scotland vs the rest of the UK due to the differing definition of a working day?

If not this is a ticket for addressing that. If it does this ticket can be closed.

s10 FoIA 2000 which applies to the UK except Scotland: “working day” means any day other than a Saturday, a Sunday, Christmas Day, Good Friday or a day which is a bank >holiday under the Banking and Financial Dealings Act 1971 in >any part of the United Kingdom. "

FoISA 2002, which applies in Scotland ,has a slightly different definition:

"s73: “working day” means any day other than a Saturday, a Sunday, Christmas Day or a day which, under the Banking and Financial Dealings Act 1971 (c.80), is a bank holiday in Scotland. "

It appears the Scottish only Bank Holidays are marked (Scotland) at

https://www.whatdotheyknow.com/admin/holidays

If we need to record Scottish only bank holidays we might want to do so in a way other than in the free text of the name of the holiday. If the "(Scotland)" matters we should mention that on the holidays admin page.

Relates to #895 - however this is a discrete example so is probably worthy of keeping as an individual ticket.
