Link to latest WhatDoTheyKnow blog post from all pages on the site #1177

We can already do this via a site wide banner.

Having a special blog specific method might be desirable.

Isn't this "Read blog" in the main nav? You click it and you see the latest post. I appreciate it's not a direct link to the post, but same effect?

I assume the improvement to be made here is showing the latest blog post's title as a means of adding some additional enticement?

I think the only place we could feasibly do this is in the footer if we think it should appear on all pages.

We can now tag blogs through the admin interface so that they appear on the relevant authority/request pages. See for example: https://www.whatdotheyknow.com/body/national_centre_for_circus_arts

Also, "Read blog" appears at the top of every page as noted above.
