Draft and add explanatory text for the details field on the data breach form #1778

Sometimes, the data breach form is submitted with insufficient details.

We should draft some explanatory text about what sort of details we are looking for in order to promptly deal with data breaches.

[ ] Decide what information we need at the initial stages
[ ] Draft appropriate text
[ ] Add text to the form
