Promote the pro service more effectively on WhatDoTheyKnow #810

Support correspondence indicates some users of WhatDoTheyKnow who might benefit from the Pro service are not aware of it.

Currently the promotion is via a

Journalist?

link in the footer and the Pro helppage

and the help page entry at:

https://www.whatdotheyknow.com/help/requesting#private_requests

(the latter is a bit of date as Pro sign-ups no longer need contact).

Perhaps there is a balance to be struck between over-promotion of Pro (using the public site is preferable) but making its existence known to those who'd otherwise make their requests directly and never publish the responses.

The cryptic

Journalist?

link could become something like

Are you a journalist, researcher or activist who needs to make embargoed or bulk requests?

If we're confident in the justification for the Pro system we could promote it even more prominently.
