Improve explanation as to why we list bodies which are not subject to access to public information laws #914

On foi_no bodies (and on requests made to foi_no bodies) we currently show

This authority is not subject to FOI law, so is not legally obliged to respond (details).

The linked help page explains bodies we list includes:

Those which aren’t subject to the Act but which we think should be, for example because they have significant public responsibilities. These include bodies which operate as a regulator, make public appointments, or distribute significant amounts of public funds.

Could we give the campaigning element more prominence, by pulling it into what we show on the body/request pages?

Would be made easier by https://github.com/mysociety/alaveteli/issues/387, but I think the first step here is to elaborate in our help pages. We can later extract relevant content to more prominent positions depending on the body.
