Add a save draft / auto save facility #13

If you refresh or click away from the message authoring page on WriteToThem your message will vanish. This happens to some people all the time, and is annoying. We could save their partially written messages until they definitely are ready to send them. No login or registration would be required.

"Hold text message if I go to another page to check some facts. I've lost quite a difficult text because I needed to go to another webpage yo check something. Or perhaps you could create a temporary draft section which self cleared automatically overnight."

We'd have to use Web Storage rather than cookies for this, as cookies have a 4KiB cap. It's supported enough.

I can't find way to part save a letter whilst I go and research some relevant fact. I've lost several quite long missives to my MP when I've gone to Google a relevant fact.
