write a script to regenerate places.bsv

The places.bsv file in phplib has one line per Lord, with fields that seem tob e:

• The ukparse person ID for that Lord, e.g.: uk.org.publicwhip/person/12345
• The name of the place that they're a lord of (e.g for Baron Newton of Braintree), this would be "Braintree"
• The third field seems to a larger area that contains the place in the previous field
• The fourth field is the county in which that place is, e.g. "the County of Somerset"

This hasn't been updated since 2010, and we can't find a script to update it automatically.

It would be good to create a new script to update this, so we don't have to make manual updates to the file (like this) - we should be able to do this from [data.parl]() now, perhaps from this XML of current Lords, matching each to the right ukparse person ID.

Quick thought which just sleeted across my brain - is this not a good candidate for output from a PopIt instance? If we need to build a new data.parl cruncher for Lords anyway it may as well pipe into PopIt then generate a new places.bsv based on that.
