Privacy Policy Updates

Update the privacy policy to be in step with mySociety.co.uk and TWFY, in that it explicitly allows us to use the demographics and interest tools in Google Analytics.

As far as I can tell this still doesn't change the intent of our previous Google Analytics statement:

• We're still only using the data in aggregate, we can't identify people, and it's to improve the site.
• We still not sending our analytics data elsewhere (the information flows from the advertising network to analytics, we're still not sending anything back).
• From Google's docs on the subject, "Neither analytics.js nor ga.js collects Demographics and Interests data". We won't be setting or updating any advertising cookies.

Looks okay, though I think I'd like the section about IP masking and use/sharing of data to be reinstated, not sure if there was a reason why that was removed (I think it was clearer than the "facilitate the merging" section, though I'm not sure those fully overlap anyway). Secondly, I think it's better without the rest assured sentence, which wasn't present previously and presumably isn't strictly true (we track usage data because funders ask about it, for example); the .co.uk one lacks this sentence, I see. Lastly, why the switch to HTML entities throughout, makes it a bit harder to read? :)
