Three of the four Peers listed for my area (Angus) are no longer with us Lord Fraser of Carmyllie Baroness Carnegy of Lour Lord Mackie of Benshie

It's true that these are listed as options: screenshot_2018-11-19 writetothem 1

However if you click on one, WTT does know they're not available:
