Remove non-existent elections

I will get a list of some elections we have that are actually not going to occur, I'll send it over when I have it.

Also, those that indicate an earlier date than august 9th have already occurred.

Just to clarify:

• Sendador, only for: Catamarca, Tucumán, Chubut, Santa Fe, Mendoza, Córdoba, Corrientes, La Pampa.
• Remove senador for other provinces.
