Rethink layout of candidate list page

At the moment if you look at an areas or post page when logged in there can be a lot of buttons:

This could do with a tidy up to

• distinguish the different buttons.
• make the page a bit less "blue button overload", especially for people with many superpowers.

@zarino suggested one place to start would be moving the "This candidate was elected" button beside the other candidate buttons and change the colour to green.

Note that before an election a213bfc909969407ea94451a89aebd428f486fd1 has tidied this up a bit.

'Lock candidates' conceptually relates to having the ability to add a candidate, so maybe we could place the two buttons next to each other, with the lock button having a grey background.
