Question scraping issues

While it seems that question scraping is fairly reliable, there are a few issues that remain:

[ ] Improved reporting of missing or broken questions papers (e.g. http://www.parliament.gov.za/live/commonrepository/Processed/20140929/588400_1.pdf) which cannot be processed so that manual follow up with Parliament is possible.
[ ] Record lapsed questions correctly and note this in the SayIt section. Lapsed questions are published in special question papers such as this one.
[ ] Handle interdepartmental questions correctly and note when a question has been transferred in the SayIt section.
[ ] There appears to be an issue with questions transferred from oral to written questions, although this might be an issue with a specific question paper. This paper contains 15 such questions but only 5 are recorded in the database after scraping.
