Fix committee appearance models and add a new committee scraper #64

The committee appearance and report models were a bit eccentric, with various fields not being on the right model, so this PR tidies that up.

The new committee scraper switches to using the new PMG API provided by Code4SA instead of scraping the old PMG website.

:+1: code looks good but I've broken my test box somehow so I haven't been able to test it fully :(
