Remove payouts guide #95

We no longer do payouts, so whats the point of keeping this?

I think this part of current Docs rework, anyway @etherunit could comment more. Also it looks like it's up to date info there about withdrawals.

Payouts guide has nothing to do with bounty payments. It mainly provides info for newbies (supported wallets, how to add MYST to MM (on Polygon), how to link etc). We also need to mention wallet screen (explain fees) and tx history data.
