Services On/off are not persistent after restart or reboot of node and device.

Describe the bug When restarting a node it disables services such as VPN, public, b2b services

To Reproduce Steps to reproduce the behaviour: restart node or reboot device.

Expected behaviour persistent services on and off between restart or reboot.

Environment (please complete the following information):

• Node version: Latest as of today
• OS: does it on ubuntu native install and docker
• Desktop app version (if applicable): None
• Docker (if applicable): :latest
• Your identity (if applicable): all of my 7 nodes and also stated on discord for other users
• Payment (top-op) reference (if applicable): None
