We don't need miniStake anymore #142

This is alternative to #141 in case we would decide that playing with minStake is not worth it. Also #141 has one bad thing, it is stake per hermes, so user will need to stake into all hermesses who would ask for minStake. Implementation without minStake is more user friendly. We may need to find another "skin in the game" protection mechanism though.

After short deliberation I understood that this proposal is not goo because he is breaking compatibility and requires Registry changes. This could also stop us in feature to have hermes implementation which would introduce staking.
