Multioperator support for accountant #60

For security reason there should be either some kind of multisignature scheme or at least possibility to change operator. In case if accountant operator private keys would be compromised.

We don't have aim to introduce multi operator support for this version. Version 2.0 may have even more radical changes in the future.
