allow no-restricted-disable to display customize message #66

It would be helpful if we can customize the error message of no-restricted-disable

Right now the error message is: Disabling '{{ruleId}}' is not allowed. Instead we can have something such as Disabling '{{ruleId}}' is not allowed. (https://typescript-eslint.io/rules/no-explicit-any)
