HDD only loads after loading cfg not when booting wii with hdd plugged in

What steps will reproduce the problem?
1. Boot wii with Hdd plugged in
2. Load forwarder/.dol from hbc 
3. Continuous retry 

What is the expected output? What do you see instead?
The usb loaders loads DOES NOT say retry XX times

What version of the loader are you using?
65 latest on downloads page

What is your System Menu version (e.g. 4.2u)?
4.1u

What is your media type (HDD, USB Flash, SD/SDHC)?
HDD

How is your media formatted (wbfs, fat32, ntfs)?
wbfs

Which cios are you using, which version, which base (222,249,...)?
(Please try both 249 and 222 with cfg-222.dol)
CIOSX rev 21 249 

Does it work with other loaders?
it is the same issue with all other loaders; have to plug in hdd after loading 
the loader. not when booting up wii

Does it work with the latest or an older version?
i have only tried the latest, will try other versions

Please provide any additional information below.
the HDD loads only when turning the wii without the hdd plugged in. Only works 
when loading CFG then when saying retry then plug in hdd. This will then load

I had this problem. I updated to cIOS249 with Base 58 in slot 249, and the 
problem disappeared.

maybe try cios 222 and cfg-222.dol
This is a cios/hdd compatibility issue, can't fix.
