Wii loads game but will play in black and white

What steps will reproduce the problem?
1.loading in ios 222-mload cios38
2.force PAL60
3.

What is the expected output? What do you see instead?

What version of the loader are you using?
using tried 69d 222 248(bugfix,69d (bugfix)

What is your System Menu version (e.g. 4.2u)?
using v4.2

What is your media type (HDD, USB Flash, SD/SDHC)?
HDD SD

How is your media formatted (wbfs, fat32, ntfs)?
(HDD_WBFS) (SD_FAT32)

Which cios are you using, which version, which base (222,249,...)?
(Please try both 249 and 222 with cfg-222.dol)
tried 222-mload,223-mload,224-mload,249,

Does it work with other loaders?
no

Does it work with the latest or an older version?
it play but it plays the game all the way through just in black and white and 
bottom of picture is missing 

Please provide any additional information below.
