put done bugs in a separate group #21

This is a stopgap until we have a full pipeline.

Right now we're showing all the bugs in the queue including bugs that are completed. We really just want to show unresolved bugs.

For bugs that are resolved, we want those in a separate "history" view probably sorted by the last_resolved date. That way we can see what's been done in the last x weeks to get a better grasp of burn rate and other things like that.

Done bugs are now hidden from the queue. We should have another section that shows the done bugs.
