Django Admin - Add Secure Login for Field Staff - Sept 5 #233

@boyombo We would like to add a secure login for our field staff to access the django admin. This log in should not allow any editing or changing or deleting (at this time). The use case for this login will be to see the number of patients registered for each clinic daily (and that's about it right now). Once the are comfortable with this we will likely expand privileges.

Username: staff Password: Wamba_1

@boyombo should we be looking at this on staging? We're introducing the backend to our field staff this week and I would love to have these log ins set up for them. Let me know when I can share!
