Config Tool, item selected moves on screen unless selecting from left-most position #72

What steps will reproduce the problem?
1. Add an item to the Panel, then select it with your mouse from a position on 
the item that is not the left-most position.

What is the expected output? What do you see instead?
The item will move it's left-most position to where the mouse was clicked 
instead of moving the item relative to what position the mouse clicked on the 
item.

What version of the product are you using? On what operating system?
All version currently do this.

Closed as we have a new version.

Ifthe problem is still present please reopen it.
