Please limit OpenStreetMap downloading to max zoom level 15 #314

The OpenStreetMap tile server requirements list:

- OpenStreetMap's own servers are run entirely on donated resources
- OpenStreetMap data is free for everyone to use. Our tile servers are not.

Bulk downloading is strongly discouraged. Do not download tiles unnecessarily.

In particular, downloading significant areas of tiles at zoom levels 17 and 
higher for offline or later usage is forbidden without prior consultation with 
a System Administrator. These tiles are generally not available (cached) on the 
server in advance, and have to be rendered specifically for those requests, 
putting an unjustified burden on the available resources.

To avoid having your access blocked, please discuss your requirement with 
system administrators either via their wiki pages or on the IRC channel prior 
to starting.

You should dynamically block the users that put the unjustified burden on your 
resources, Google does a pretty good job if a user downloads satellite tiles 
too fast or too much, they get block for 24 hours, and get a 403 Forbidden page 
that reads:
... your query looks similar to automated requests from a computer virus or 
spyware application. To protect our users, we can't process your request right 
now.

GMapCatcher is not the problem! the users are the problem! even if I release a 
new version of what you ask users can continue to use old versions or undo my 
changes. 
Remember this is an Open Source application, anyone can change the code.

Sorry, but we try to do that. It's really really difficult with a volunteer run 
project. OpenStreetMap is not Google. Please remove the OpenStreetMap provider 
as you facilitate the use of our server.
