PhotoOverlay <gx:faceViewer> #383

This feature would enable a PhotoOverlay to always face the viewer during 
Google Earth navigation.

Currently, PhotoOverlays are the best way to display geotagged photos in GE, 
but their fixed orientation presents several problems:

1) You cannot see a PhotoOverlay image unless you approach it from a specific 
direction.

2) You have to navigate to a specific viewpoint to see the undistorted image.

3) If the image is clipped by surrounding terrain (e.g. shots taken from a 
hillside trail), you cannot navigate to another viewpoint to see the entire 
image.

The <gx:faceViewer> attribute would overcome all of these problems by causing 
the image to auto-orient to the current viewpoint.

This feature would make PhotoOverlays much more useful as a general tool for 
displaying geotagged photos.

Another possible name for this is <gx:autoOrientation>.

<gx:faceViewpoint> might be a less ambiguous name.

Note that fixed orientation would still be the default for backwards 
compatibility, and would still apply if you click through to the special 
PhotoOverlay pan & zoom UI.
