Missing fonts #1

Creating doc/just/doc.tr I get errors like:

troff: N: no such font; line 773, file doc.tr; page 17 troff: Can't load font /usr/local/heirloom/ucblib/doctools/font/devps/N; line 774, file doc.tr; page 17 troff: Can't load font /usr/local/heirloom/ucblib/doctools/font/devps/V; line 792, file doc.tr; page 17 troff: Can't load font /usr/local/heirloom/ucblib/doctools/font/devps/T; line 295, file doc.tr; page 3 troff: Can't load font /usr/local/heirloom/ucblib/doctools/font/devps/SC; line 307, file doc.tr; page 3 troff: missing glyph [orn.003]; line 312, file doc.tr; page 3

Similar errors when processing the other docs that come with the package.

Solved for doc/troff. Fix for other documents will follow.
