a) The sequence [word][space][emdash][space][word] is commonly used to allow a break before or after an em dash by default, in addition to adding some space around the dash. In this example the em dash doesn't immediately follow a word --- it follows a space that follows a word.
b) Depending on usage, number sequences can be broken around an em dash, hyphen, or \% hyphenation, but not (normally) around an en dash or a minus sign.
