Consistensify the generation of tmacs files #31

While working integrating heirloom doctools into FreeBSD I figured out that the tmacs generation were inconsistent by generating some files from .in suffix to plain name and for other generating from name to .out

This adds consistency by always generating from .in files

I had been aware of the inconsistensy but I did not want to change existing file names.

Yeah, I understand I made this PR because it simplifies my FreeBSD makefiles :)

I had expected that :( And this makefile will become even more simple when I have network access for git again ;)
