Missing .tar.bz2 for 191015 release #92

Thanks for tagging a new release.

Previous tagged releases each had a .tar.bz2 file attached to the GitHub releases page. This is important because the GitHub .zip and .tar.gz links lead to nondeterministic autogenerated archives that are not guaranteed to have stable checksums, insufficient for package systems that need stable distfiles.

I'll provide them next time.

The changing autogenerated archives had been the original intent of the handmade archives. But is it really sure that the GitHub generated archives are changing or is it only an assumption?
