Also does a bunch of simplifying of existing jobs, grouping them differently and using caching to get faster runs

This is kind of silly, but could we publish a new release with this? It would make things in iroh simpler.

@rklaehn any chance we can get this too and make a release? would unblock doing this thing in iroh itself
