It's too slow using the CUDA #246

With the CUDA on the 4090, it runs as slow as three times as the NCNN/VS. GPU utilization is also very low compared to NCNN/VS. In FHD video, average speed 9 fps in / 18 fps out...

@sadf67 Is the software using your vram, you can see it in taskmanager under gpu. With me it is using just 25% of my vram too....
