Opening from command line doesn't work with image sequence #292

There are two issues:

  1. The frames folder is not populated (I'm passing it in as first argument)
  2. There is no way to set the FPS

The other command line arguments seem to work fine, I'm able to select the multiplier / Interpolation AI / AI Model / Output mode.
