Added ts file and icon for new Halloween badge, Sinister Summoner. I am not 100% certain on where the badge falls in the in-game order but I took my best guess and will try to verify this evening.

I checked in-game and it looks like I guessed correctly. Sinister Summoner falls between It's Alive and Double Feature.
