These changes add the new badges for i27p4 as well as a few minor fixes for some existing badges.
I uploaded a new icon to the docs/images/badges/accolade/ folder called 'char-creation.png', which is the same icon as the existing 'vip.png'. That icon is now shared by three different badges so I thought it appropriate to give it a more generic name. All three badges were edited to point to the new 'char-creation.png', so the old 'vip.png' icon can safely be deleted.
As part of another (non-Badger related) effort, I also double-checked all the category master files (like _accolade-badges.ts) that list the badges in the order in which they appear in-game. All of them appear to list the badges in the correct order as they appear in-game. No files were changed, I just wanted to make a note that the data was verified.
