The Ctrl+T (for commenting code) is not very helpful. It would be more helpful 
if it does the following:
1. Comment all line and not only that point forward; one can simplify type % to 
do so. 
2. Pressing Ctrl+T should toggle the comment (i.e., it also serves as uncomment 
for commented lines) since there is no great use of double commenting (%%).

1) To comment a latex line, % has always been used!!! ctr+T doesn't comment 
only a line but all the selected lines

1) I think what is meant is that if you do not select a line % is inserted at 
cursor position instead of commenting the entire line. 

2) I use double commenting when commenting out a block of text containing 
regular comments. When uncommenting it is nice that the former comments are 
still commented

1) As the second comment mention, this is meant when nothing is selected. To 
clarify, I mean when Ctrl+T is pressed, the % is place at the beginning of the 
line position and not current position. As I said, if I want to comment %this 
position, you can easily press Shift+5 (for %) instead of the shortcut Ctrl+T.

2) Regarding the double commenting, you're right that it has drawbacks - 
nothing is perfect. This can be added as an option through preferences.
