Faulty settings on highDPI displays #1488

What steps will reproduce the problem?
1. HighDPI monitor
2. start texmaker
3. go to settings -> commands

What is the expected output? What do you see instead?
A readable settings dialog. On the lower right corner of the dialog the 
settings are not readble. A screenshot is provided here:

What version of the product are you using? On what operating system?
Windows 7, 8.1 and 10 on a 13" notebook with 3200x1800 resolution.
