Texmaker wont save files with latin9 encoding unless the file contains a mutation

What steps will reproduce the problem?
1. Create new file with Texmaker (no mutations) with latin9 (ISO ...-15) 
encoding in settings
2. Save file and close file
3. Open file again... --> Encoding Error

What is the expected output? What do you see instead?
The file should be saved as latin9, but is saved as utf8. This will only change 
if a mutation is added to file.

What version of the product are you using? On what operating system?
Texmaker 4.4.1 32 Bit
Windows 7 64 Bit

Please provide any additional information below.
