inactive cards should not count against total #907
As per Mutant City Blues Second Edition, page one hundred and sixty seven:
Deactivates: Cards can go from your active pile
to inactive status. When inactive, they do not count
against your total number of Stress cards held, or exert
their effects. This entry describes the conditions under
which the card deactivates. The card may also have
information about what causes it to reactivate.
