Create Install class #1

Need to create a new class for installing Powershell 7.

[x] Installation should be able to select from the current version of LTS, Stable or Preview from https://github.com/PowerShell/PowerShell
[x] Default should be stable
[x] Installation should cover Windows only at this stage.

Customize the installer by offering options of:

[x] ADD_EXPLORER_CONTEXT_MENU_OPENPOWERSHELL
[x] ADD_FILE_CONTEXT_MENU_RUNPOWERSHELL
[x] ENABLE_PSREMOTING
[x] REGISTER_MANIFEST
